Ukrainian refugees will stop receiving rental assistance in Estonia.


The Social Insurance Department and the Tallinn Department of Social Welfare and Health will end their cooperation on May 1. As part of this cooperation, housing costs and translation services for Ukrainian military refugees who obtained temporary protection were compensated.
In addition to this, we are gradually transitioning to the regular support procedure, which is primarily provided to those in need of international or temporary protection, who do not have a support network in Estonia and are residing in state accommodation centers under the direction of the Police and Border Guard Department during the consideration of their applications, - said Liis Paloots, head of the Migration Department of the Social Insurance Department, noting that this will ensure more targeted and sustainable support.
The Social Insurance Department plans to also end similar agreements with other local authorities to ensure a unified approach across the country and a return to the normal procedure. The agency noted that this will ensure that the support provided to Ukrainian military refugees does not depend on their place of residence but on whether they need help when relocating from the accommodation center.
From June 2022 to April 2025, nearly 11,000 households received this compensation, of which 62% received support in Tallinn. The maximum compensation amount was up to €1200 per household.
